Key takeaways

  • SmartRecruiters is the best recruiting software for international hiring in 2026, available in 37 languages, with jobs posted in 170+ countries and both GDPR and US compliance in one product.

  • Teamtailor has the widest career-site language support here, at 51 languages, and lets you keep candidate data in the EU, North America or Asia-Pacific.

  • Deel ATS is the pick when you hire in countries where you have no entity, because it routes each accepted offer to employer of record, contractor or local payroll.

  • Workable, Greenhouse and Recruitee round out the list for smaller teams, structured interviewing and European job-board reach.

What changes when you recruit across borders

Hiring in one country is mostly a pipeline problem. Hiring in several adds four more. Candidates expect the job post and application in their own language. The best local job boards differ by country. Candidate data has to be stored and deleted on each region's rules. And once someone accepts, you need a legal way to employ them, which in a country where you have no entity usually means an employer of record (EOR).

The rules are tightening. Under the EU AI Act, AI used to sort or screen job candidates is classed as high-risk, with those obligations now due to apply from December 2, 2027. GDPR's storage-limitation principle means candidate data can't be kept indefinitely, and France's data protection authority, the CNIL, says unsuccessful candidates can generally stay in a talent pool for no more than two years after the last contact.

How we ranked: We looked at candidate-facing language support, reach into local job boards, where candidate data can be stored, retention and consent automation, and what happens after an offer is accepted in another country. Price was a minor factor, since most of these vendors only quote. We did not run a hands-on bake-off for this edition.

1. SmartRecruiters

SmartRecruiters, now owned by SAP, takes the top spot because it covers the most international ground in one product.

What works: SmartRecruiters says it's available in 37 languages and that customers have posted jobs in more than 170 countries. It lists compliance with GDPR and France's CNIL alongside the US EEOC and OFCCP rules, plus ISO 27001 and SOC 2. SAP completed the acquisition in September 2025 and still sells SmartRecruiters on its own, so you don't need SuccessFactors to use it. Its Winston hiring agent and AI talent matching come with the Professional plan.

What doesn't: The Essential plan starts at $14,995, which rules out small teams, and AI screening and conversational chat are on the High Volume plan.

Best for: Mid-size and large companies hiring in many countries at once.

2. Teamtailor

Teamtailor has the widest career-site language support here and lets you choose where candidate data lives.

What works: Career sites can run in 51 languages, and the recruiter interface in 32. You choose where candidate data is stored: Europe (Ireland), North America (Oregon) or Asia-Pacific (Australia). Teamtailor says the EU region is the right choice for customers that need to comply with GDPR. Plans include unlimited jobs and users.

What doesn't: A company admin has to switch on multi-language career sites, and each language needs its own translated content. There's no built-in employer of record, so hires abroad go to a separate provider through integrations such as Deel, and pricing is by quote only.

Best for: Mid-size companies whose candidates apply in many languages.

3. Deel ATS

Deel ATS is built for the step most recruiting tools leave out: legally hiring someone in a country where you don't have a company.

What works: Deel says its ATS routes each hire to the right compliance workflow, whether that's employer of record, contractor or local payroll, and takes an accepted offer to onboarding in one click. Deel's EOR covers more than 130 countries. The ATS includes AI sourcing, job descriptions and screening, GDPR consent management and configurable data retention. It starts at $10 per employee per month.

What doesn't: It's the newest ATS on this list, and Deel publishes little about translated career sites or candidate-facing languages.

Best for: Companies hiring individuals in many countries without local entities, especially if they already use Deel.

4. Workable

Workable is the practical pick for small teams, with public pricing and the basics of international hiring included.

What works: Workable posts to more than 200 free and premium job boards, translates job posts, applications and offers into nine languages, and shows salaries in the right currency for each location. GDPR automation and candidate data retention rules are on every plan, alongside CCPA and EEOC tools.

What doesn't: Nine languages is fewer than Teamtailor or SmartRecruiters, and its AI agent runs on credits bought on top of the plan, with 3,000 free.

Best for: Small and mid-size companies starting to hire abroad. Standard is $299 a month for up to 20 employees, as of October 2026.

5. Greenhouse

Greenhouse is the choice for teams that want the same structured interview process in every country.

What works: Greenhouse job posts can be set to 18 application languages, though you still write the title and description in each language yourself, and its structured interview kits keep hiring consistent across offices. It holds ISO 27001, ISO 27701 and ISO 42001 certifications, the last covering AI management, and supports GDPR transfers under the EU-U.S. Data Privacy Framework.

What doesn't: Greenhouse suggests a separate job board for each language, which means more admin as you add countries. Pricing is by quote only.

Best for: Growing companies that care most about a consistent, fair interview process.

6. Recruitee

Recruitee, from Tellent, is built in Europe and publishes the largest job-board count on this list.

What works: Recruitee connects to more than 2,900 free and paid local and global job boards and, on the Advance plan and up, translates job posts with AI and supports multilingual career sites. Every plan gets GDPR consent links and retention periods, while automated deletion needs Advance or Optimize. It supports EEOC reporting in the US, includes unlimited users on every plan and sells WhatsApp hiring as an add-on.

What doesn't: The entry Start plan is limited to five active jobs and a single-page career site, so multilingual sites need a higher plan. Every plan needs a one-year commitment, and pricing is by quote.

Best for: European companies hiring across several EU countries.

Didn't make the cut

Oyster is an employer-of-record provider without its own applicant tracking system; it connects to ATSs such as Greenhouse and Workable.

Remote has added a basic built-in ATS, but it's a lightweight tool next to the dedicated platforms here.

Lever is a solid ATS but publishes little that's specific to international hiring.

Personio makes most sense with Personio HR, and its career pages fall back to English when a language isn't fully set up.

Workday Recruiting is sold only as part of the Workday suite.

How to choose recruiting software for international hiring

List the countries and languages first. Count the languages your candidates actually apply in. If it's three or four, most tools will do; if it's 20, look at Teamtailor or SmartRecruiters.

Decide where candidate data should live. If you hire heavily in the EU, ask each vendor where data is stored and whether you can choose an EU region.

Set retention rules by region. Check that the tool can apply different retention periods and consent messages to different countries.

Plan what happens after the offer. If you'll hire in countries without an entity, decide whether you want the ATS connected to an EOR, as with Deel, or will hand off to a separate provider.

Frequently asked questions

What's the best recruiting software for hiring international talent?

SmartRecruiters is the best recruiting software for most international hiring, available in 37 languages, with jobs posted in 170+ countries and both GDPR and US compliance. Teamtailor is best for candidate languages, and Deel ATS for hiring where you have no entity.

Can recruiting software translate job posts?

Yes. Workable translates job posts, applications and offers into nine languages, Recruitee translates job posts with AI on its Advance plan, and Teamtailor runs career sites in 51 languages. Check translations with a native speaker before publishing.

How long can I keep candidate data under GDPR?

Only as long as you need it. GDPR doesn't set a single number, but France's CNIL says unsuccessful candidates can generally be kept in a talent pool for up to two years after the last contact, and you must tell them.

How do I hire someone in a country where my company has no entity?

Usually through an employer of record, which employs the person locally on your behalf. Deel ATS sends accepted offers straight to Deel's EOR, contractor or payroll workflows.

Is AI screening allowed in the EU?

Yes, but the EU AI Act classes AI used to screen candidates as high-risk, with obligations due to apply from December 2, 2027. Ask vendors how their AI tools will meet those rules.
