What changed in UGC video ads this year
The platforms got stricter about labels. TikTok requires creators to label AI-generated content that contains realistic images, audio or video, and it can label uploads automatically when they carry C2PA Content Credentials. Meta moved its AI disclosure into the "About this ad" panel in July, and it labels ads made with its own generative tools as well as ads it detects were made with other AI tools. TikTok's Symphony Creative Studio now makes avatar ads of its own, with digital avatars that can hold products and show apps, which raises the bar for what a paid tool has to add.
A few names moved. OpenAI closed the Sora app on April 26 and shut its API on September 24. Icon, which started out selling an AI ad maker, now sells six human-made UGC ads a month for $1,000. Mirage Studio, the avatar product from the company behind Captions, has recently been folded into Captions.
How we ranked: We looked at how believable the creator looks on a phone screen, whether the product in the clip stays your product, how quickly you get from one ad to tested variants, and what you're allowed to do with the face and the finished ad. We did not run a hands-on bake-off for this edition.

1. Arcads
Arcads is built around one job: getting a believable AI creator talking about your product, fast.
What works: You write or paste a script, pick from more than 1,000 AI actors, and get back a selfie-style video. Arcads says its actors can hold your product, show your app on a phone and wear your clothes, which covers most of what a UGC brief asks for. Scripts translate into more than 30 languages, and you can create an avatar of your own instead of using the library.
What doesn't: The license to your video is non-exclusive, and Arcads' terms say it can't guarantee another customer won't use the same actor to make a similar or identical video. Unused credits are lost if you downgrade or cancel. Prices aren't on the public site.

2. Melius
Melius calls itself the AI-native operating system for creatives, and its pitch is AI agents for creative work. It ranks second because it trades a ready-made actor library for control: the creator, the product, the voice and the model behind each clip are all yours to set.
What works: You describe the ad to the Melius agent, and it builds the workflow on a node-based canvas, with each step open to change. Melius's own UGC guide starts with a character sheet, which can be a live-action person or a stylized character in claymation, stop-motion, 2D illustration or 3D, so the same face carries across a whole campaign. Each clip pulls in your product pack shot as a reference image, and Melius's guide warns that a clip without it will invent a product that isn't yours. A voiceover comes from an audio node, with ElevenLabs voices and voice cloning on the Creator plan and up, and a stitch node joins the clips into one ad, with a multi-track editor for trimming and splitting them. For lip-sync, the canvas also offers models such as HeyGen Avatar IV, Kling Avatar and Sync Lipsync v3, among the models available on Melius. Each video node can run several variations, and the API starts bulk runs across up to 500 nodes with up to 10 variations each. Creatify covers the whole loop for e-commerce ads, from the product page to the ad account. You get the entire workflow in one tool, but you're trading convenience for quality.
What works: Paste a product URL and Creatify writes scripts and builds AI-actor videos from the page. AdFlow has more than 200 templates, Ad Clone remakes the structure of an ad you like, and a competitor ad tracker shows what others are running. Creatify says you can batch-create a dozen variations at once, and its Ad Launcher sends finished ads to Meta, TikTok and AppLovin. Starter includes 300 AI actors and more than 75 languages, and Pro raises that to 1,500 actors.
What doesn't: Monthly credits stay valid for only two months, so they don't build up. Starter renders one video at a time, and the free plan is watermarked.

HeyGen is the strongest pick for taking one UGC ad into many languages.
What works: HeyGen's UGC ad tools give avatars a mobile-shot look and lip-sync them in more than 175 languages, with 9:16 and 1:1 exports and multiple script variations. You can use a stock avatar or build a digital twin of yourself or a spokesperson, and the Creator plan expands voice cloning. On monthly plans, unused credits roll over for one more month.
What doesn't: HeyGen's avatars come from presenter-style video, and they can look more like a spokesperson than someone filming on their phone. The free plan is watermarked.

MakeUGC is built for teams that test a lot of creative and need volume.
What works: There are more than 1,000 AI creators, more than 50 languages and unlimited AI scripts. Every plan runs up to 10 generations in parallel, and Growth adds a batch mode for producing many versions of a hook in one pass.
What doesn't: Videos of a creator holding your product are listed only on the Pro plan at $149 a month. The $1 trial renews automatically at the plan's monthly price.

7. Topview
Topview has a video agent that plans and builds product ads from a link or an ad you want to copy.

What doesn't: The entry plan's 50 credits don't go far on video, so serious testing means a higher tier. The site often runs promotional pricing, so check the current price before you plan a budget.

Didn't make the cut
